• has sufficient knowledgeof the aircraft’s controls and systems toensure

the starting or running does not endanger any person or damage the

aircraft.

Thepilot in commandor in his absence any other person responsible for

starting or ground operation of an aircraft shall ensure that:

• In the case of land aircraft, passenger loading equipment topermit rapid

evacuation of passengers and crew is kept immediately availableduring

the starting of engines; and

• In the case of seaplanes, water transport of a capacity sufficient to enable

rapidevacuation of passengers and crew is immediately available during

the starting of engines.

Where any fuel or other flammablematerial is spilledwithin15metres (50 ft)

of an aircraft, the aircraft engines shall not be startedor operateduntil the fire

hazard has been removed.

An aircraft engine shall not be started or operated:

• within5metres (17 ft) of any sealed building;

• within8metres (25 ft) of other aircraft;

• within15metres (50 ft) of any exposed public area; and

• within8metres (25 ft) of any unsealed building in the case of an aircraft

with amaximum take-offweight not exceeding 5700 kg (12,566 lb).

MANIPULATIONOFPROPELLER (CAR 231)

In spiteof CAR 225 (pilots at controls page 23) andCAR 230 (above) and

paragraph two below, thepilot in command of an aircraftwhich requires an

operating crew of only onepilotmaymanipulate thepropeller of the aircraft

for the purposes of starting the aircraft if:

• assistance is not readily available for that purpose;

• adequate provision ismade to prevent the aircraftmoving forward; and

• no person is on board the aircraft.

A personwho is the holder of the certificateof registration for, or the

operator, hirer or pilot in command of, anAustralian aircraftmust not permit

a person tomanipulate thepropeller of the aircraft to start theengineunless

the firstmentioned person is satisfied that the personwho is tomanipulate

the propeller knows the correct starting procedures for the aircraft and can

manipulate the propeller safely.
