AIRCRAFTSAFETYPRECAUTIONSDURING FUELLINGOPERATIONS
All engines in the aircraft, including any auxiliarypower units, shall be stopped
with their ignition switches in the ‘OFF’ position, exceptwhereCASA is
satisfied that theoperationof such anengineor auxiliarypower unitwill not
present ahazard andwhere a statement to that effect, togetherwith any
special conditions for operation, is included in relevant documentation.
When anexternal electrical supply isused, the connectionsbetween that
supply and the aircraft electrical system shall bemade and securely locked
before the fuellingoperation is connected and shall not bedisconnecteduntil
theoperationhasbeen completed, except that connectors,whichprovide
control toensureeffectiveengagement beforeexternal power canbe supplied
to the aircraft, neednot be locked.
Aperson shall not, and thepilot in command and theoperator shall take
reasonable steps toensure that apersondoesnot, during fuellingoperations:
• operateor performmaintenanceworkon the aircraft’s radar equipment
except thatwhere the fuel is kerosene, operationormaintenancemaybe
carriedout provided the radar transmitter isde-activated; or
• exceptwhere the fuel involved is kerosene, carryoutmaintenanceon any
electrical, electronicor radio systemswithin the aircraft or operate such
equipment other than the aircraft’s interior lightingor electrical apparatus
necessary for the fuellingprocess.
The aircraft and all itemsof fuellingequipment (includingdrums, funnels and
other loose itemsof equipment, whereused) shall be connected in such away
as toensure that they areof the sameelectrical potential and, where a suitable
earthpoint is available at the fuelling site, both the aircraft and theequipment
shall beeffectively connected to that point:
• where the fuellingoperation isperformedby abarge to a seaplane, the
barge shall beeffectively connected to the aircraft in such away as to
ensure that thebarge, the fuellingequipment and the aircraft are at the
sameelectrical potential.
