PavementClassificationNumber (PCN):

Anumber expressing the

bearing strengthof apavement for unrestrictedoperations.

Performance-BasedNavigation (PBN):

Areanavigationbasedon

performance requirements for aircraft operating alonganATS route,

onan instrument approachprocedureor inadesignatedairspace.

Note: Performance requirements areexpressed innavigation

specifications (RNAV specification, RNP specification) in terms

of accuracy, integrity, continuity, availabilityand functionality

needed for theproposedoperation in the context of a

particular airspace concept.

PermissibleAll-Up-Weight:

Theweight towhich anaircraft is limited

by virtueof thephysical characteristics of an aerodrome.

Pilot-in-Command:

Thepilot designatedby theoperator, or in the case

of general aviation, theowner, as being in commandand chargedwith

the safe conduct of aflight.

An instrument approachprocedure

utilising azimuth andglidepath informationprovidedby lLS.

PrecisionRunwayMonitor (PRM):

A surveillance radar system

withaminimum azimuth accuracyof 0.06degrees, anupdate

periodof 2.5 seconds or less and ahigh resolutiondisplayproviding

positionprediction anddeviationalert, used inproviding ILS course

monitoringduring independent approaches to runways separatedby

less than 1525m.

Pre-DepartureClearance (PDC):

Ameans of deliveringan

unsolicited, text-based airways clearance to eligibleaircraft via anATC

data link.

PreferredRunway:

A runwaynominatedbyATCor listed in theAIP

as themost suitable for theprevailingwind, surface conditions or

noise sensitive areas in theproximityof the aerodrome.

PrimaryMeansNavigationSystem:

Anavigation system that, for

agivenoperationor phaseof flight,mustmeet accuracyand integrity

requirements, but neednotmeet full availabilityand continuityof

service requirements. Safety is achievedby either limitingflights to

specific timeperiods, or throughappropriateprocedural restrictions

andoperational requirements.
