Most flying schools will have some kind of radio training for students and the test is administered by a registered training organisation (RTO), a flight instructor or an authorised person.
We run AROC courses here which run for half a day and include a theory exam and a practical component but there are many other schools doing the same. I just did a quick google for "CASA AROC" and got a string of listings for organisations offering AROC training so you are bound to find one local to you.
The CASA form you need for your application is Form 64-ROC. This one replaces the old AROCP form (gotta love bureaucrats
!) and conforms to the new Part 61 changes last year. The form can be downloaded here:

You might have a problem getting the required English Language proficiency test which, at time of writing, is only administered through ASL and they have stopped doing them for non-pilots until the new UAV and ground crew specific English tests are available. This will be some weeks yet. Best bet is to speak to them if you still need one.
