There is a question/answer in your 3rd PPL exam which asks: "pilot may elect to fly lower than 500ft through: ? (A = "stress of weather") ... and points to CAR157 ... (where it WAS permitted) but also copies in 91.265 where it is NOT mentioned.

"Some" suggest this option (flying due to stress of weather) is NO LONGER permitted.

Please see the screenshot and help explain where in the 'new legislation' [91.265] (I believe CAR157 no longer applies) permits this.
