Ive been over and over it and im sure ive missed something but cant see what?

It's hard to see what is going on, but I think your problem lies at the very start - ie PH and Temp.

You might also want to read "note 1" at the bottom of the chart.

Your working looks pretty sound to me, I think you might be missing the "Climb gradient line", just go up from the PH and temp line where it intersects the Climb gradient line, then go straight across to meet the TOW line. After having worked the chart following your method and also using the climb gradient line, which ever answer is the "Lessor" or lowest of answer A and B, become the correct TOW. I have attached an example if this helps, mind you I am not an expert at these charts either, but hope this helps shed some light, please correct me if I have anything wrong.
