Hi all, quick question about GAF which is puzzling me..

Suppose that in one row of the GAF forecast table, the column headed 'SURFACE VIS AND WX' says '2000 M ISOL SHRA IN C1 FM 03Z'
and the 'CLOUD, ICING AND TURB' column in the same row says 'BKN ST 2000/5000 FT'.

Does this mean that the BKN ST 2000 cloud forecast is only true after 0300 Z and only in forecast area C1?
