airspeed limitations

Hi,

I found that Vno stands for normal operating speed, but I also found the there is a term 'maximum structural curising speed'. It should also be considered the sudden apply / abrupt in smooth air only. Are these the same but just a different name?

Secondly, to define Va & Vb. Should operation in smooth air / turbulence be applied to define Va & Vb? such as Va is only applied in smooth air / both.
