CTAF Radio Call’s

PPL question if I may - if I am flying at 2500 feet and gong to come within 3NM of an uncontrolled airfield like LEONGATHA, do I need to make a CTAF call at 10NM? Same thing overflying PHILLIP ISLAND airfield at say 2500? The only rule I can find in CAAP 161 says if within 10NM and "at a height above the aerodrome (reference point) that could result in conflict with operations at the aerodrome". I thought the answer for LEONGATHA is no called required, because not likely to interfere. And Phillip island is yes if you'll be directly overhead given helicopter ops there. Am I on the right track?
