I’m just struggling with understanding lighting and qnh sources

Lighting: so the answer says even though there is portable lighting and a responsible person, but because no standby you then require an alternate. But AIP 1.1-77 10.7.4.1 just says you don’t need an alternate if you have the responsible person. And 10.7.4.2 you need an alternate unless portable lighting and responsible person. So for that reason you wouldn’t need an alternate for lighting purposes?

QNH: I understand I wouldn’t be able to reduce by 100’ because metar qnh doesn’t meet requirements for approved source. But 1.5-38 5.3.4 says you need to add 50’ to the minima if using a forecast qnh. But the answer doesn’t talk about that at all.
