Is it possible to fly a VOR approach using an azimuth dial and needle indication? If yes, presumably this would be considered an azimuth guidance operation for the purposes of 61.870?
The only thing that defines azimuth guidance is the face of the instrument you are looking at. If it is a pointer moving over a circular scale of directions, it is azimuth guidance, no matter what aid you have selected (ADF, VOR or GPS).
