On an RNAV(GNSS) approach is the FAF waypoint a fly-over or fly-by waypoint?

Page 274 of the IREX eText (below) shows a fly-by symbol on the approach layout diagram but the paragraph below the diagram says fly-over. I ask because a fly-over makes more sense, but the DAP charts all show fly-by.

Yes, that is strange. The FAF is marked on the chart as a fly-by point even though you are told to be established on final approach before the FAF. Doesn't make sense. Maybe I'll change the wording slightly to reflect that.
