CIR REVISION QUESTIONS SET NINE

Q. 5 You are flying IFR from Winton to Longreach in OZY. You have not met the recency requirements for an RNAV (Gnss) approach. Assuming actual QNH not available, what is the lowest level which you may descend to in IMC before you cross Longreach VOR? (side note: Longreach VOR is de-commissioned).

Answer is the GNSS Arrival circling minima of 1710ft. However, the NDB Circling minima is 1250ft. Not sure what the circling minima ever was for the VOR, but the question asks for the LOWEST level, so why can't you use the NDB circling minima? Could someone explain this please. Thanks in advance
