CIR 10 Q6 Appropriate flight Level?

In this question (CIR 10 Q6) the IFR flight is planned from Wynyard to Hobart (ie East Track). I get that the appropriate level to plan this would be 7000ft.

Cruising level options: 3000, 5000, 7000...
Freezing level 7500
SALT 5300, 6300
Grid SALT 6700

In the CASA IREX sample exam questions (#900232) there is a very similar question BUT the planned route is the other way (ie Hobart to Wynyard, or West Track). As the cruising level options now become 2000, 4000, 6000, 8000.... what would the appropriate level to plan this flight be?

I would have picked 8000 (to be above LSALT and GSALT) but this would take us above the Freezing level (7300 in this case).
