In this question the TAF says Vis of 6000. And the alternate minima is 6KM. The AIP clearly states that for the need of an alternate/holding fuel the Vis has to be LESS than the minima... in this case 5999 an below.

But the answer to this question still states that I require holding fuel?

Yes, that is correct, the visibility has to be less than 6000 m. However if you have a look at the cloud in the first line of the TAF, you will see that the forecast is for SCT at 1000 and FEW at 800. There is more that 4/8 of cloud below 1200 feet. So the conditions before the FM in the TAF are below the alternate minimum.
