Regarding PEC, when do you apply the 50ft correction? If the question says:

a) no pressure error correction is available
b) you will not be applying pressure error correction

If PEC isn't applied, you must add 50ft to the DA. AIP ENR 1.5 para 1.19.3. So in both cases you have given above, PEC has not been applied, so you must add 50ft to the DA in both cases. This is not to be confused with a statement that says PEC is zero. In that case, PEC has been applied and the error is zero.

Also remember the PEC applies to 3D approaches only and it has nothing to do with 2D approaches.
