ELT unserviceable

CPL AIR LAW SAMPLE QUESTIONS - Set 5, Q26.

You wish to conduct a flight of 60nm. You discover before take-off that the aircraft's ELT is unserviceable.
A. ...
B. you may proceed with the flight with any borrowed ELT
C. you may proceed with the flight without an ELT providing you have it replaced or repaired at the destination aerodrome
D. ...

The given answer [c] includes the requirement to placard the ELT U/S, impose a 90 day limit and make an entry in the aircraft logbook.

However, I could imagine that, just before take-off, the aircraft logbook might not be available.
My question is, am I allowed to borrow an ELT in this instance, providing it is approved according to CAR 252A (clause 4,5 or 6)?
