When to check fuel system for water

Airspeed created the topic: When to check fuel system for water

Theres a question in the Practice exams that asks, when should the fuel system be checked for the presence of water.

The answer given is before the first flight of the day and after every refuelling, but the new part 91.465 Par 1, uses the words "before flight begins", so I would have thought the right answer is to check the fuel system before each flight.

Which every Private pilot does anyway.

Which one is right?
