New Book vs Old book

I just got Bobs 2020 book CPL Air Law by Bob Tait and Bob Hamilton.
I am a bit confused. It is completely different to a 2017 book with the same name. In the older book he discusses RPL then PPL then CPL regulations. He mentions regulations with references, then the questions are appropriate to the preceding text.
The new book doesnt cover those topics at all. Reading the text doesnt give you an idea of what you need to know. Has the syllabus changed completely that I cant use the old book anymore?

Those subjects are all still covered it's just been reformatted to try and make it more linear.
