I get confused about how COG affect STALLING IAS.After looking at your explanation on page10.4 again and again, I could not
understand why requiring a reduction in the tail-down force as COG moves aft.Really appreciate your help!!

If the tail of the aircraft is generating a downwards force, that force is acting in the same direction as weight. The force the wings must produce to maintain level flight must account for both weight and the downward force acting at the tail. As far as the wings are concerned, it is as though weight had increased. Any reduction in the tail down force means the wings need not produce so much lift so the aircraft behaves as though it weighed less. If the CofG moves back far enough, the tail may even need to produce a lifting force assisting the wings. Any situation that requires less lift from the wings will require less indicated air airspeed at any angle of attack - including the stalling angle of attack. The stalling speed will decrease.
