Can anybody point me in the right direction for finding Vtoss with the echo?
How do I calculate a number for this?

Too easy.
Page 20 in the CASA workbook.
Wind grid right hand side bottom.
TOW given down the left hand side.
Read across to the right hand side to see the TOSS for a given TOW
As the TOSS reduces with weight we can deduce that TOSS is stall-limited rather than Vmc-limited.
