0800 Eastern Standard Time on the 3rd November converted to UTC is - wouldn't this question mean daylight savings are in effect and you would take 11 hours to convert to UTC meaning the answer would be 022100? the answer says it is 022200 but that's not taking into account day light savings.

The given answer (022200 UTC) is correct.

The question said that the time was 030800 AEST - this is GMT +10 hrs. The fact that daylight saving is in effect is true, but the time given was AEST [b]not[/b] AEDT .

The devil is in the detail!
