The question is referring to SID plate For runway 07 with 4.7% climb gradient...yeah you're right it's 4.7%..its the initial climb gradient of Runway ...

OMG it's 3.3%. the words says it all.. it's written in the AIP ENR 1.5 - 39 para 8.1.4

Hii then, You're right...my mistake 840, should be 896. Soo it doesn't matter what height they give me to climb to like the one in the question ...
