Im trying to work out:

1) Does the Vtoss differ with different configurations?

Is this speed merely an application of 1.2 x stall speed in take-off configuration?

2) What factors affect the task-off safety speed?

VTOSS is usually not less than 1.2 times Vs in the take-off configuration i.e. with take-off flap extended and landing gear down. Since VTOSS is usually a function of the stalling speed, all of the factors that affect the stalling speed may also affect VTOSS.

However VTOSS must also ensure that adequate control will exist in the event of a sudden and complete engine failure after take-off. Some high performance aircraft may have such a high nose attitude at 1.2 times the stall speed, that a sudden and complete engine failure may could leave the aircraft sitting at a very high nose attitude with no power [a likely stall situation]. For most light GA aeroplanes, it will be 1.2 times Vs.
