Answer B
Trip fuel = [140-3-17.25] / 1.1 = 109 gal.
Where is the 17.25 coming from?

I guess you are referring to Question No 5 on page 125 of the CPL Performance book. The answer given on page 135 is worked as follows.
(Usable fuel at start up - Taxi allowance - Fixed reserve) ÷ 1.1
(140 -3 - 45mins @ 23gph) ÷ 1.1
(140 - 3 - 17.25) ÷ 1.1 = 109gal (rounded up)
