Sir could you please explain why the answer is 21.25 US Gal?

my working was as this

F/Fuel 17.25
Variable 0
Fixed 4
Holding 4
Taxi/Start up 0

FUEL ON BOARD 25.25

IF YOU ADD 17.25 + 4 + 4 = 25.25

BUT THE ANSWER ON THE BOOK SAYS 21.25 US GAL

Please let me know where I go wrong with my calculations..

That's odd. My copy of the book gives an answer of 25.3 gallons.
