The question i have comes from a question closely to the one mentioned in the weight and balance drill excercises, its question 15....and it seems like a pretty standard load, I'm just leaving out the baggage for this example, in the question it states to find the max baggage that can be loaded in flight.

ZFW 866 2808 24321 < This is within limitations
Fuel 156 2950 4602 216*.72= 156
T/O 1022 2830 28923 < This falls forward of the forward limit.
Is what i have done correct? Does this particular aircraft actually require rear baggage to ensure that its within the limits? Seems a little odd to me??? Just wondering anyway or perhaps i have missed a vital point on load system charlie?
