Hey guys i was wondering if anyone could help clarify a question for me.....

CANBERRA (YSCB)
TAF YSCB 222327Z 2300/2324
33008KT 9999 SCT015 BKN 035
PROB30 2319/2321 2000 MIST
RMK
T 17 23 24 18 Q 1019 1017 1016 1018

after interpreting this TAF, what would you say the cloud base and coverage is at time 0000?
sorry i know its a trivial question but i just need some clarification on whether when deciding cloud coverage we accumulate the two cloud layers.

For VFR operation best time to add cloud amount is if it is below 1500 feet the VFR minima.

Hi Pete,
The lowest cloud base is the 2-3 Oktas at 1500ft.
If you are referring to the cloud ceiling in the other hand, the AIP defines that as:
"Ceiling: The height above the ground or water of the base of the lowest layer of cloud below 20,000FT covering more than one-half of the sky."
So, if you are referring to the ceiling, it is 3500ft, with the BKN layer.
