Wouldn't the windshear take place when crossing between the inversion layers, not when you're just above it? In fact it says in the explanation that it takes place at the boundary for the layers.

Thanks for the feed back. I agree the wording of the question leaves a bit to be desired. I have changed the stem of the question to "Strong vertical wind shear on climb" and I have changed the correct answer to 'passing through a strong surface inversion'.

You feed back is much appreciated.
