Visual circling question

G’day,
Just after clarification on Q9 of set 8 revision questions page 323. The answer has been changed to carry out missed approach. But if you break cloud at 1000ft and the MDA is 1000ft for Hay and vis is above 2.4km as in the question. Could you not still circle as you haven’t gone below MDA?

In the current book the question says that you break out of cloud at 850feet and then find that you can't land on RWY 22. The circling minima is 1000ft and it's night. You can't circle below the circling minima at night and you can't land on RWY 22. You would have to do a missed approach. It seems the the approach plate has been changed and the question has been rewritten to suit. The constant changes to DAP are a pain in the bum for us.
