HI, I'm unsure as to how the answer of 4250ft is reached when considering the minimum altitude allowable for descent.

I understand if I use the Sector C DME Arrival then it would be 4250ft but there's also the NDB approach which would be 4150ft?

Is the question just focusing on GNSS/DME type procedures or did I make a mistake?

If you check the wording of the question, it asks the lowest height at which you can [b]FIRST[/b][u][/u] cross the aid. If you did the NDB approach, you would [b]FIRST[/b][u][/u] cross the aid at the MSA before you commenced the approach procedure. If you did the DME Arrival, you would [b]FIRST[/b][u][/u] cross the aid at the MDA for the DME Arrival procedure (4250 feet).
