Hello Bob.
I am due to sit irex next week and one of the alternate requirements has got me jumbled up. If a particular aerodrome has electric + standby but the ersa says PAL + AFRU, does that count as a responsible person or would you still need to nominate a responsible person aside from PAL + AFRU?

This answer comes too late as you will have already sat the exam, but for others wondering the same thing...

We must consider the possibility the that Pilot Operated Lighting (PAL) switch at the aerodrome might fail and you can't turn on the runway lights from the cockpit as you approach for landing at night. It is in this case that you will need someone responsible on the ground who knows where the ground-based light switch is. (ENR 1.1 11.7.4.3)
