OZY + ILS

When I am in OZY and checking for alternates, can I still use the minima for ACs with two ILS systems (showing the two * in the DAPs). Or does OZY not qualify for that because it has to be "two pilot operated"?

AIP ENR 1.5 para 6.2.1 gives the equipment necessary to permit the use of special alternate minima. There is no mention of a requirement for two pilots. OZY qualifies for the special alternate minima since it has two ILS and two ADFs. The ADFs are required if an NDB is part of the ILS [see Canberra 35 ILS where the CCK NDB marks the initial approach fix].
