Page 177 Question 5 , ETA is 1014, question describes arrangements for lighting ( PAL/person ) etc , but if the ETA during day time 1014, why do we have to consider it

The time given is an ETA which is in UTC. Naracoorte is on CST so 1014 UTC is 7.44pm CST.
