IREX QUESTION-Regarding minimum radio nav aid requirements

Hi Bob and Rich,

I have just come across this question in one of your practice IREX exams.

Select the combination which would satisfy the minimum radio navigation aid requirement for PRIVATE IFR operations for aircraft with a MTOW below 5700kg within controlled airspace. -
a) one ADF or one VOR
b) one ADF, one VOR and one DME or GPS
c) one ADF and one VOR
d) two approved GPSs

I answered a) and got it wrong. the correct answer is c) one ADF and one VOR.

I got my answer from JEPP ATC AU-509 if you look in the table on this page under PVT and AWK - it states that you must have TSO-C129 or better
and 1 ADF or VOR.

An explanation on your answer would be appreciated. Your worked answer also seems quite ambiguous to me.
