Hi, anyone able to assist with this question please? Question from the Online Exam prep #1.
You are carrying out the RWY 21 LOC app into YPPH in OZY. A notam advises the HIAL on this RWY is U/S. The minima for the approach would be?
The approach plate for RWY 21 at YPPH lists the LOC MDA as 550' and 2.0 km. Non shaded.
The Circling MDA is 750' and 2.4 km.
The available answers list ;
550 / 3.7
300 / 1.8
760 / 2.4
550 / 2.9
Am I missing something here? The LOC approach is a 2D (non-precision) as such my understanding is that you just use the LOC published minima? The HIAL serviceability determines the VIS at the DA for a ILS approach no?
My exam is in 42hrs.

550/2.9 is the answer!
And you can find it in AIP ENR 1.5-31 under 4.7 Landing Minima para 4.7.2 as shown below.
4.7.2 Aerodromes with approved non--precision approach procedures
IFR Day and Night -- minima specified in the relevant Instrument
Approach Chart. However if the installed HIAL on a runway is not
available, the landing visibility minima for a[b] Localiser (LOC)[/b] ap-
proach must be increased by[b] 900M[/b].
