The correct answer for Q13 is B. But I don't understand the logic of this.

I understand the issue is one of comprehension; the problem is located between my chair and my keyboard... would someone mind explaining for me?

Q01. FR 060°. On track. Answer is 060°
A FROM heading is as it appears. No tricks here.

Q02. TO 090°. On track. Answer is 270°
A TO heading is reciprocal to the heading. So, 270°.

Q13. TO 240° & 6° to right. Answer is 246°
A TO heading is reciprocal to the heading... but is not in this case... Why is this so?

Read the question.
They are asking two different things.

The question from Q13 is asking for the bearing, not the radial.

Bearings are essentially the track to the point/destination.

If it was asking for the radial the answer would be the reciprocal as you initially thought
