IFR Altimeters Requirements

Hi All,

I all have quick question regarding IFR altimeters requirement for an IFR flight.

Scenario:
Aircraft: VH-OZY.
Intended operation for this flight: Aerial work (pilot's own cargo for sale)
Flight Rule: IFR (assume VMC not available throughout)
Defect in AML: 2nd altimeter error exceeds IFR tolerance and cannot be removed.

In reference to CAO20.18 subsection 10.1A about serviceability, can the flight still depart?

My reasoning is it is legal to depart, even though the OZY is kitted out to App III, it is operating to AppIV, where 2nd altimeter is not a requirement, and under CAO20.18.10.1A(a)(i), which states "equipment required to be fitted".

Is this reasoning correct? Or is the removal of the 2nd altimeter required as stated in 10.2?
