Just a quick question in regards to HIAL.
The additional 900m vis only applies to non precision LOC approaches to aerodromes where HIAL is installed but not serviceable?
Referring to the example on p. 5.64 in the self study guide the reason why 900m are not added to the 3.7km vis is because HIAL is not installed on RWY 14? Because if it was installed but unserviceable you would have to add 900m - right?

You are correct. In this example, no mention is made of HIAL so we are assuming it is not installed at that aerodrome. If HIAL is not installed, the .9km has already been considered when the visibility is published.
