Question was.
You are to conduct an IFR charter flight into Brisbane in VH-OZY with an eta of 040130 on a Monday. The Taf which will be valid for your arrival is:
TAF YBBN 042218 0400/0524 15008KT 9999 RA BKN 009
FEW020 SCT045
INTER 0400/0404 3000 +SH BKN007
FM050300 22020KT 999 SCT020 SCT040
T 14 19 20 19 Q 1014 1014 1015 1016
The operational requirement/s which will apply to your arrival are
Select one:
20 minutes holding should be carried
fuel to hold for 30 minutes must be carried
fuel to proceed to an alternate must be carried
fuel to hold for 30 minutes or to proceed to an alternate must be carried.

If you have a look at the current ERSA for YBBN under remarks, you will see those Days and times are different now. According to the latest ersa holding on a MON now is between 2100 and 0100 and is 25 minutes. So considering the special alternate minima, there should now be an answer to reflect NO alternate needed. That would be my understanding.

Also I have gone and[b] confused [/b]myself after having my head in the book for so long.
An aircraft is estimated to arrive at Bowen at 0415 UTC.
The pilot has elected to carry holding fuel in lieu of an alternate if such is required.

I always have to use the[b] ALTERNATE MINIMA[/b] for calculating these questions correct? I was now thinking the NDB approach had a lower minima and wouldn't need holding or an alternate if I used that.

Brisbane question. You are correct, the ERSA has changed and I have reworded the question to reflect that. Thanks for your feed-back.
Bowen question. You always use the alternate minima when you are flight planning, not the approach minima. The conditions described in the TEMPO are below the alternate minima for Bowen so the OPR will apply until 0430. You are arriving at 0415, so you need 15 minutes holding. You only have to hold from the ETA until the OPR is lifted. AIP ENR 1.1 para 58.2.7(b).
