Descent below MDA - runway environment

Page 240 of the eText state that descent below the MDA is allowed if visual contact with the runway (runway environment - my interpretation) can be maintained. The runway environment is defined in part [i]"c"[/i] below[/color]

[color=blue]Refering to the AIP ENR 1.5 p1.7.6 the definition of the runway environment has been redefined - see part [i]"c"[/i] below. Note that there is no reference to [i]"other markings at the approach end of the runway"[/i], just [i]"other markings identifiable with the runway"[/i]. AIP ENR 1.5 p1.7.3 and p 1.10 also redefine the runway environment in an identical manner.[/color]

[color=blue]With the above in mind, why would anyone descend below the MDA if the approach end of the runway was obscured - there would be no VASI, no HIAL?

The new definition of runway environment does not make a lot of sense ... or does it?
