I am doing some practice IREX exams, and I came across a question.
You're conducting a NDB approach at KOWANYAMA, QLD, by night.
At the completion of the reversal procedure you sighted the airfield. When is the earliest point at which you may discontinue the approach procedure, and track to join the circuit for RWAY 30 for landing.
A: anytime, as long as you maintain 300ft obstacle clearance.
B: anytime, as long as you maintain 400' obstacle clearance.
C: Once within 3 nm of ARP.
D: once within 3nm of RWAY 30 threshold.
E: once within 2.66nm of RWAY 30 Threshold.
Assuming the approach is done in OZY ( Cat B ) would it be right to choose 'E'? Because at night you can't discontinue the approach unless you're within the circling area.
The correct answer according to this particular practice exam is 'C'.

It would seem that the practice exam you are using is well and truly out of date. Kowanyama is an approach designed to the new criteria so the circling area for CAT B is 2.66 nm. The three mile circling area is the old criteria and has been out of use for years. You are correct in selecting E as the answer.
