Single Engine Private VFR Flight Minimum Instruments CAO 20.18

The minimum instruments that must be serviceable on a private VHR flight is advised in CAO 20:18 Appendix 1:- IAS indicator, Altimeter, compass & watch.

Bob Tait’s PPL Issue15 , page 4.15 , also states “ if you intend to fly above more than scattered cloud , the aircraft instruments must be as listed in CAO 39.18 Appendix 4” .

Is this correct? As “Appendix 1V” is stated for aircraft engaged in :
i) aerial work and private operations under IFR;
ii) charter ops under VMC or
iii) IFR freight only charter ops .

So this doesn’t fit right ???

Where can I find in CAO 20 18 this reference ““ if you intend to fly above more than scattered cloud , the aircraft instruments must be as listed in CAO 39.18 Appendix 4”” ?
