I'm currently doing Bob Tait's practise exams for IREX and have stumbled upon a question I believe may need rewording....

The reason why I didn't pick the answer was because I felt it was missing something. "cloud base must be above the MSA or LSALT for the particular route". I believe this answer needs to add "and can conduct as VMC". Cloud base above the MSA or LSALT does not guarantee VMC as clouds need to be 1000ft above to permit VMC.

Afterall even the explaination it gives for the answer says "The cloud base must permit flight in VMC below the MSA or LSALT"
