TAF was issued on 8th day of month at23:15Z
Valid for 8th day of the month (ie same day ) from 00 hour to 12 hour on the 8th of the month.
This time of validity is before issue time .
It seems not making sense.
Have I interpreted it wrongly?
If the issue time was 072315Z the forecast seems make sense.

You are correct - the validity period for the TAF should be 0900/0912 or the issue time should be 072315Z.
