Should wind be used in the landing charts, if wind speed and direction is given in the question as 070M/15. But the question doesn't state that it's from TAF.

The only time wind should not be used in a landing chart is when the landing weight is being determined so as to establish a take-off weight by reference to the destination TAF. If you look at the CAO that refers to using no wind, it is actually describing the take-off weight limit CAO 20.7.2.3.2 and CAO 20.7.3.3(a).

If you are given a question that says "what is the landing weight under the following conditions," then use the wind if it is given.

So if the question asks for landing distance available though the landing weight and wind is mentioned, wind shouldn't be considered is that right bob.

If the question asks you to calculate the landing distance required and you are given the weight and wind then yes, you would use the wind.

As Bob mentioned, the one time you wouldn't use the wind is if you are trying to determine if your flight is going to be landing weight limited. See page 3.26 in the CPL Performance textbook for more details.
