It means VHF coverage with ATS is available on the ground - so no symbol, not ground coverage. It's in the chart legend.
I'd assume the answer is D? The flight watch frequencies are also on the PCA chart.

In the ERSA, that symbol is not there.

Should be in the PCA chart legend? I use Jepps so haven't seen the ERSA ones. I don't have a PCA chart but I remember the symbol. There are a few PCA chart questions in the Law exam so try to familiarise yourself with it, it took us a while as we'd not used one prior to the exam haha
