Can't understand / answer this question; found in Bob's Air Law book.

Question.

Your employer operates a VFR aircraft below 5700. He has arranged for you to be taken as a passenger on a repositioning flight to pick up another aircraft for a charter flight as PIC. During the last 5 days you have completed two thirteen hour tours of duty. If you report for the positioning flight at 8am, the latest time at which you may plan to complete your tour of duty today is:

[a] 9pm
[b] 8pm
[c] 7pm
[d] 6pm

Answer in book.

[c] 7pm
