I am super confused with this question cause the aip states that "cruising flight levels 115* is not available for level flight when the Area QNH is less than 997 HPA." Please refer to the attachments for the question and aip reference.

If you read the answer again you will note that the reason you can use FL 115 is that the [u]QNH is not below 997[/u]
