Hi Bob and Stuart,
It seems inconsistent that the CAR specify that a [u]turn after takeoff[/u] cannot be made below 500 feet (CAR 166A(2)(f)) - [b]offence of strict liability etc[/b] - but they don't mention anything about turns onto final needing to be completed before 500 feet.
For this, we find guidance in ENR 1.1 (10.12.6): "...turn onto final [b]should[/b] be completed by not less than 500FT above aerodrome elevation"
Why the inconsistency?

Because it is written by someone with no aviation experience 🙂
